Hanoi – On July 03, 2013, GPAR network (represented by CISDOMA and CSDP) organized the workshop “Openness and Transparency in Land Use and Land Management” with sponsorship of ActionAid in Vietnam.

The workshop was attended by 50 delegates including officers from 20 Civil Society Organizations (CSOs) from and outside GPAR network, and representatives of Department of Legal Affairs – Ministry of Agriculture and Rural Development, General Department of Land Administration – Ministry of Natural Resources and Environment, Hanoi Department of Natural Resources and Environment, Land Alliance, Department of Propaganda and Education – Vietnam Women’s Union, Vietnam Fatherland Front, Journal of Environmental Economics, Oxfam UK, CIDA, and ActionAid in Vietnam.

Three presentations were delivered during the workshop on the topic of openness and transparency in land use and land management in Vietnam. These were: (1) “Current legal framework for strengthening openness and transparency in land use and land management” by Prof. Dr. Dang Hung Vo – former Deputy Minister of Natural Resources and Environment; (2) “Current state of openness and transparency in land use and land management as shown in the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI)” by Dang Hoang Giang (CECODES)/ PAPI network representative; and (3) “Land management, land use and citizen involvement” by Nguyen Thu Huong, representative of Oxfam UK. These presentations attracted great attention from participating delegates, as many questions were answered by the guest speakers during the workshop.

At the end of the workshop, attendees took part in a plenary session. Participating CSOs made recommendations for strengthening transparency in land use and land management, which could be classified into four groups: (1) Institution; (2) Policy Advocacy; (3) Communication; and (4) Sharing information.
