PROJECT OBJECTIVE

Contribute to enhancing access to land and forest management for ethnic minority communities (EMCs) from land allocated by agricultural and forestry companies back to local authorities.

DESIRED OUTCOMES

  • 02 land and forest allocation plans approved for ethnic minority communities in Lào Cai and Kon Tum provinces.
  • 01 Guidance document on land and forest allocation procedures based on gender equality, with community participation and consensus.
  • 1,000 ethnic minority individuals (50% women) in Lao Cai and Kon Tum provinces gain access to and enhance their knowledge of land and forest management.
  • 04 effective community forest management groups have been established and operational in 4 districts.
  • 500 hectares of forest land allocated to communities.
  • At least 04 land use right certificates were issued to 4 communities in 4 districts (Bao Yen, Van Ban – Lao Cai province; Kon Ray, Kon Plong – Kon Tum province).
  • 02 policy recommendations at the provincial level regarding land and forest allocation from agricultural and forestry company land.
  • 50 officials from central to local government agencies are participating in project activities.

Main Activities of the Project:

  • Establishment of Community Forest Management Groups (CFMGs) within the project area.
  • Capacity-building support for CFMGs to enhance their management skills.
  • Training on consensus-building methods for communities and relevant stakeholders.
  • Assisting ethnic minority communities in delineating land boundaries for land allocation.
  • Promoting and supporting stakeholder engagement to ensure participation in project implementation.
  • Facilitating dialogue between CFMGs and local authorities regarding land allocation procedures.
  • Implementing on-the-ground activities for land and forest allocation to communities.
  • Promoting community discussions and consensus on rights and responsibilities in the management and use of allocated forest land.
  • Developing sustainable land and forest management plans for communities receiving allocations.
  • Issuing land use certificates to community recipients of forest land and land from agricultural and forestry companies.
  • Establishing a land and forest allocation process based on gender equality, with community participation and consensus.
  • Advocating policy recommendations on land and forest allocation from agricultural and forestry companies to provincial and district-level authorities.
  • Sharing the land and forest allocation process based on gender equality, with community participation and consensus, with policy planners.
  • Supporting the National Assembly’s Ethnic Council in drafting Resolution 112 and providing implementation guidelines.
