On September 10, 2024, Mr. Đào Ngọc Ninh, Deputy Director of CISDOMA Institute and a disaster risk prevention expert, had an interview with the Voice of Vietnam regarding the response to Typhoon No. 3.

Mr. Đào Ngọc Ninh shared insights on assessing the preparedness and response to Typhoon Yagi. He emphasized maximizing proactive responses at a time when we are facing the consequences of the storm’s aftermath.

Regarding the priority of enhancing the skills of the public in disaster response, Mr. Ninh highlighted the importance of incorporating disaster prevention into a national-level strategy. Disaster prevention is not solely the responsibility of the government or a specific department but requires the involvement of all levels and the entire population. One of the lessons learned from Typhoon Yagi is the need to integrate disaster prevention into all aspects of life, ensuring it is considered in every national strategy to ensure sustainable development for Vietnam. Every Vietnamese citizen must also be conscious of self-training and improving their skills and abilities to protect themselves and their families from the impacts of natural disasters.

Vietnam is one of the five countries that will be most affected by climate change. This fact demands that all citizens, authorities, and the government incorporate disaster prevention into daily life, allowing it to be deeply embedded in all aspects of national development.

Regarding the “4 on-the-spot” principle, Mr. Ninh stressed that a fundamental and crucial aspect is mobilizing public participation to avoid a mere “formalistic” approach in disaster prevention efforts.
