From July 2019 to June 2022, with the support of Bread for the World (BfdW) and AoP organization, CISDOMA Institute collaborated with the People’s Committee of Tam Đường district, Lai Châu province, to successfully implement the project “Enhancing Resilience of Poor Households through Climate-Adaptive Livelihoods” in 3 communes of Tam Đường district. The livelihoods supported by the project included beekeeping, raising indigenous pigs, grass cultivation for fish farming, mushroom cultivation, and community tourism. These initiatives contributed to enhancing production capacity and income for local residents, as well as fostering community cohesion within the project area.

To maintain and expand on the project’s achievements, CISDOMA Institute and the People’s Committee of Tam Đường district have developed a proposal to mobilize funding from Bread for the World (BfdW) and AoP for Phase 2, scheduled from July 2022 to June 2025. This phase aims to expand into an additional 3 communes. During Phase 2, CISDOMA Institute will collaborate with district authorities and other partners to continue promoting eco-agricultural solutions, community-based tourism, and Village Savings and Loan Associations (VSLAs). 

The project’s approach aims to promote ecological agriculture practices in a process outlined in the diagram below:

 

The approach to promoting community-based tourism is divided into 3 stages: i) Survey and planning (Developing community-based tourism development plans for each village; Designing detailed experiential tour packages; Promoting the establishment of Community-Based Tourism Management Boards and service groups in villages); ii) Activities to support community-based tourism development (Training courses to enhance tourism service capabilities; Technical and financial support for families and communities to upgrade infrastructure and purchase equipment for tourism; Guidance for families to develop investment plans for bank loans; Developing guidelines for community-based tourism development at the village level); iii) Communication and market connection activities (Experience tour programs to connect with customers and markets; Designing videos, posters, and promotional materials for communication and advertising). 

The VSLA activities of the project, in collaboration with local Women’s Union chapters, are implemented through the following steps: i) Selection of Women’s Union officers for training to become core nucleus members; ii) Core nucleus members, together with the project, establish and maintain VSLA groups in villages; iii) Promote the application of Information and Communication Technology (ICT) in the activities of VSLA groups.  

The implementation of phase 2 of the project, is expected to contribute to increasing income and improving the quality of life for ethnic minority households in the project area through the application of eco-agricultural solutions, community tourism, and village savings and loan associations (VSLAs).
