Save the Children International (SCI) in Vietnam is implementing a 5-year project (2017-2021) titled “Enhancing Capacity for Civil Society Organizations (CSOs) in Governance of Child Rights in Vietnam.” The overall goal of the project is for CSOs to have sufficient capacity and necessary conditions to systematically and effectively engage in dialogue with government agencies to narrow the gap and resolve issues/shortcomings mentioned in the International Report on the Implementation of Child Rights in Vietnam.

The Consultative Institute for Socio-Economic Development of Rural and Mountainous Areas (CISDOMA) provided consultancy services to conduct the baseline data survey and develop the Monitoring – Evaluation – Accountability – Learning (MEAL) toolkit for this project with the following objectives:

  • Assessing the current status and capacity of CSOs, State agencies, and the actions of stakeholders in the governance of Child Rights and the issues identified in the monitoring report of the Convention on the Rights of the Child.
  • Determining the knowledge, attitudes, and practices of parents regarding physical and emotional punishment of children in the project areas.
  • Designing the MEAL toolkit based on the project’s results framework to track activity progress, measure achievements (results and outputs) against objectives, and provide comprehensive data for project reporting.

Timeframe: July 2018 – October 2018

Activities Implemented:

  • Designing methodology and tools.
  • Conducting surveys in three cities: Hanoi, Hue, and Ho Chi Minh City.
  • Developing the MEAL toolkit.
  • Providing a training course for SCI project staff and partners on the use of the MEAL toolkit.
